Pelosi Says House Will Move Swiftly to Block Trump’s National Emergency on Wall
Speaker says president’s declaration ‘undermines the separation of powers and Congress’s power of the purse’
Speaker Nancy Pelosi on Wednesday said the House would “swiftly” pass a measure that would block President Trump’s national emergency order to build a wall along the U.S.-Mexico border, setting the stage for a vote in that chamber followed by a fierce debate in the GOP-controlled Senate.
In a letter to House Democrats, Mrs. Pelosi said the president’s emergency declaration undermines the constitutional separation of powers and Congress’s power of the purse. She urged all 235 House Democrats to co-sponsor the resolution, introduced by Rep. Joaquin Castro (D., Texas), to nullify Mr. Trump’s national emergency declaration.
The president last week agreed to sign legislation to avert a another government shutdown but, unsatisfied with the $1.38 billion Congress appropriated to build a border barrier,
paired his support for the legislation with the national emergency declaration.
A national emergency would enable the president to bypass Congress and divert money from elsewhere in the government to pay for additional barriers along the southern border. The move invited immediate court challenges.
