Rivlin requests pardon for Israeli with mental illness detained in Peru
President Reuven Rivlin wrote a letter to the President of Peru Martin Alberto Vizcarra Cornejo requesting that he grant clemency to Hodaya Monsongo, an Israeli who has been held under arrest in Peru for the past several months. Monsongo, 24, who allegedly has medical and health issues, was arrested six months ago under the suspicion of smuggling drugs into the country. In the letter, Rivlin wrote that Monsongo sufferes from mental illness, being diagnosed with limited cognitive ability – leaving her judgment impaired. He added that she had no prior criminal record and that her “unique condition” led her to be involved in the alleged matter and warrants her immediate release. “Taking into account these severe humanitarian circumstances, we are deeply concerned Hodaya’s mental and physical safety, especially in light of her prolonged detention and distance from her family,” Rivlin said, adding, “under these unique circumstances, I would kindly appeal to your mercy and compassion with a request for your personal intervention to grant Ms. Hodaya Monsongo a pardon.” Rivlin requested Peruvian authorities to take into consideration Monsongo’s “fragile condition,” adding that she only speaks Hebrew and has trouble communicated with her lawyers based in Peru.
