Russian Ministry Of Defense: The Ukrainian And American Governments Committed Experiments On Humans
Specialists for the Russian Ministry of Defense are currently analyzing documents on human experiments that were done under both the US and Ukrainian governments in the Donbas, according to Russian officials. Igor Kirillov, the head of the radiation, chemical and biological protection of the Russian Armed Forces, stated that during a special military operation in Ukraine, it was established that in the period from 2019 to 2021, American scientists tested potentially dangerous biological drugs on patients at the regional clinical psychiatric hospital No. 3 in Kharkiv. Kirillov says that persons with mental disorders were selected for these experiments. According to Kirillov, the medical staff did not enter information about the studies into a database, and the Americans took a non-disclosure agreement from the Ukrainian doctors involved. The Russian publication, Komsomolskaya Pravda, writes that in in January of 2022, the Americans were forced to stop the work of the laboratory in Merefa, and take all the equipment and drugs to Lviv. The investigation into this case, says the Russian report, is already underway in the Investigative Committee of Russia, and managed to obtain evidence from a number of witnesses to these experiments. But, says the publication, their names will not be disclosed until the trial in the interests of their safety. “At the same time,” stated the Russian Ministry of Defense, “it was noted that Ukraine had sent a request to the manufacturing company about the possibility of equipping Bayraktar unmanned aerial vehicles with mounted aerosol equipment. And on March 9, confirmation of this was found on the territory of the Kherson region. Reconnaissance units of the Russian troops discovered three unmanned aerial vehicles equipped with 30-liter containers and equipment for spraying formulations.”
Kirillov stressed that information had been received that “in January 2022, Ukraine, through intermediary organizations, purchased more than 50 devices (drones) that can be used to deliver and spray biological formulations and toxic chemicals.” According to the Russian Ministry of Defense, the experiments and research on bioweapons was done between a contractor of the Pentagon, Black & Veatch, and the Ukrainian Science and Technology Center (UNTC) – an international intergovernmental organization. Kirillov stated that “Washington actually recognizes the work by Ukrainian experts on the creation of delivery vehicles and the use of weapons of mass destruction and considers it expedient to continue their financing.”
The Russian Ministry of Defense claims that it managed to intercept a letter from the STCU dated March 11, 2022, that speaks of “…an outflow of scientific experts in the development of delivery vehicles and modern weapons who worked at Ukrainian institutions, as well as experts in the development of biological, radiological, chemical and nuclear weapons.The most trained specialists with experience in working with materials and technologies of dual use (there are from 1000 to 4000 of them) found themselves in unfavorable professional and financial circumstances.This makes them vulnerable to switching to the side of other states to participate in programs for the development of weapons of mass destruction, delivery vehicles and other weapons … “.
Kirillov also named US citizens who are involved in the implementation of military biological programs in Ukraine:
“The post of Executive Director of the STCU is held by US citizen Curtis Belayach . He was born on August 27, 1968 in California, studied at the Anderson University of California Management. Eddie Arthur Meyer , from the US, the work of the center is supervised by Phil Dolliff , who holds the position of Deputy Advisor to the Secretary for International Security and WMD Non-Proliferation Programs in the State Department.”
Kirillov notes that the documents received by the Russian Ministry of Defense “confirm the connection of the STCU with the main contractor of the Pentagon – Black & Veatch”. The correspondence expresses the readiness of the vice president of this company, Matthew Webber, to work with the STCU as part of ongoing military biological research on the territory of Ukraine “.
Kirillov reported that there was one project wherein Ukraine was producing chemical weapons for the European Union. According to Kirillov this was project 9601, “Transfer of Ukrainian technologies for the production of complex materials dual purpose to the European Union”. Echoing this claim is that of Maria Zakharova, Director of the Foreign Ministry Information and Press Department, who affirmed that “even before the Russian Armed Forces started this special military operation, Germany, alongside the United States, had been conducting vigorous military biological activities in Ukraine for many years and, possibly, continues to do so.”
Vasily Prozorov, a former member of Ukrainian intelligence, presented a quote from, supposedly, a record from the UP-3 (Ukrainian Project 3, part of a series of epidemiological projects in Ukraine), in which it talks about thousands of Ukrainian soldiers being experimented on by being infected with life threatening hantaviruses, and speaks of how deaths were suppose to be reported:
“Determination of antibodies seroprevalence to hantaviruses among 4000 and the Crimea-Congo hemorrhagic fever virus among 400 healthy volunteers contracted by military unit institutions situating in Lviv, Kharkov, Odessa and Kiev. The comparison of the findings and the data containing in their medical records and questionnaires.
…All lethal cases during the experiments which allegedly or directly caused by procedures must be reported to the bioethics committees of the USA and Ukraine. Any cases of protocol violation or exception which may negative affect on continuation of the experiments in scientific way must be immediately reported to the senior researcher, the researcher assistant, the bioethics committees of Ukraine and the DTRA”.
Prozorov explains that this project was superintended by Americans:
“The scientific part of the project was led by Professor Collin Johnson, Director of the Center for Biomedical Sciences at the University of Tennessee. Gregory Glass from the Institute of Emergent Pathogens of the University of Florida, Gregory Mertz from the Center for Global Health of the University of New Mexico, Scott Howard from the Center for Biological and Medical Sciences of the University of Tennessee also participated in this program.
The general leadership was carried out by the representatives of DTRA Gevin Braunstein and Brendt Siegel.
As a result, the United States received not only a collection of biomaterial of 4000 Ukrainian servicemen from four regions of Kyiv, Lviv, Kharkiv and Odessa, but also antibody tests to especially dangerous viral diseases and the characteristics of the body’s response to pathogens depending on demographic and regional features, as well as symptom descriptions and clinical data.”
