Here’s Everything In The Damning FD-1023 Document That Implicates Biden In An International Bribery Scheme
A damning FD-1023 document detailing then-Vice President Joe Biden’s Burisma bribery scheme was made public on Thursday by Sen. Chuck Grassley. The record shows Biden fired a Ukrainian prosecutor tasked with investigating the energy company his son was a board member of in exchange for a total of $10 million.
Delaware prosecutors hid the document from IRS investigators who say it would have aided their tax crime probe. The FBI, similarly, stonewalled publicizing the bombshell form, which earned FBI Director Christopher Wray the ire of Grassley and other Republicans focused on exposing Biden family corruption. House Oversight Committee Chair James Comer even threatened to hold Wray in contempt unless he obeyed subpoenas and handed over the document.
Grassley now possesses the record, which was always unclassified, and chose to share it with the public so Americans are aware of the impeachable, international corruption plaguing our chief of state, despite his incessant denials that he knows anything about his son’s overseas business dealings.
“For the better part of a year, I’ve been pushing the Justice Department and FBI to provide details on its handling of very significant allegations from a trusted FBI informant implicating then-Vice President Biden in a criminal bribery scheme,” Grassley said in a statement. “While the FBI sought to obfuscate and redact, the American people can now read this document for themselves, without the filter of politicians or bureaucrats, thanks to brave and heroic whistleblowers. What did the Justice Department and FBI do with the detailed information in the document? And why have they tried to conceal it from Congress and the American people for so long? The Justice Department and FBI have failed to come clean, but Chairman Comer and I intend to find out.”

Burisma Hired Hunter To ‘Protect Us, Through His Dad’
In a 2015 or 2016 meeting with Burisma executives in Ukraine, the unnamed confidential human source said he heard from the company’s CFO Vadim Pojarskii that Hunter Biden was hired to the board of directors to “protect us, through his dad, from all kinds of problems.” The CHS claims Pojarskii did not elaborate on that allegation.
When asked on the 2020 campaign trail whether it was wrong for Hunter “to take that position, knowing that it was really because that company wanted access to you,” Biden claimed, “That’s not true.”
“You’re saying things you do not know what you’re talking about,” Biden replied curtly. “No one said that. Who said that?”
Biden Was Key To Burisma’s U.S. Dealings
In a different Vienna, Austria coffee shop meeting around the same time then-Vice President Biden called for the firing of Ukraine Prosecutor General Viktor Shokin, Burisma CEO and founder Mykola Zlochevsky waved off the CHS’s concerns about completing a U.S. deal amid Shokin’s investigation into Burisma.
“Don’t worry Hunter will take care of all of those issues through his dad,” Zlochevsky said.
Burisma Was Not Innocent
No matter how many times the CHS tried to convince Zlochevsky that creating a U.S. entity or buying a “corporate shell” would be a cheaper way to put down business roots in the Western part of the world, the Burisma CEO refused. Instead, Zlochevsky that Hunter “advised Burisma it could raise much more capital if Burisma purchased a larger US-based business that already had a history In the US oil and gas sector.”
“CHS advised Zlochevsky it would be problematic to raise capital in the US given Shokin’s investigation into Burisma as nobody in the US would invest in a company that was the subject of a criminal investigation,” the form notes. “CHS suggested it would best if Burisma simply litigate the matter in Ukraine, and pay some attorney $50,000.”
Zlochevsky replied that Burisma would not survive a trial “because he could not show that Burisma was innocent.”
Hunter and Joe Accepted $10 Million Bribe To Fire Problematic Ukraine Prosecutor
In that same meeting, Zlochevsky claimed: “It costs 5 (million) to pay one Biden, and 5 (million) to another Biden.”
Later in the conversation, he told CHS, “It’s too late to change his decision” to keep the Bidens involved in the company’s wheeling and dealings.
“CHS understood this to mean that Zlochevsky had already paid the Bidens, presumably to deal with Shokin,” the document states.
In a 2016 or 2017 phone call with the CHS, Zlochevsky confirmed Shokin was fired and expressed confidence that “nobody would find out about his financial dealings with the Bidens.”
Hunter Biden Was Not Qualified To Be On Burisma’s Board
Hunter received approximately $50,000 a month to sit on Burisma’s board, but not even the company’s executives were fooled into believing he deserved to be there.
In his meeting with the CHS in Kyiv, Pojarskii admitted that Hunter “was not smart,” which is why the company required extra assistance and counsel when it came to possibly merging with a U.S.-based oil and gas company.
In the CHS’s meeting in Vienna, Zlochevsky claimed Hunter “was stupid, and his (Zlochevsky’s) dog was smarter.” Zlochevsky said Burisma merely kept Hunter employed “so everything will be okay.”
When asked about his son, Biden often claims Hunter is a “very bright guy” and “the smartest guy I know.”
Joe Biden Told Burisma Not To Fire Hunter
When the CHS asked if either Hunter or Joe demanded Burisma keep Hunter on the board, Zlochevsky said, “They both did.”
The CHS encouraged Zlochevsky to move ahead with removing the Bidens “so that the matter will remain an issue in Ukraine, and not turn into some international matter,” but Zlochevsky declined.
“Don’t worry, this thing will go away anyway,” he reassured the CHS.
Bidens Coerced Burisma Execs To Pay Them Off
In a 2016 or 2017 phone call with the CHS, Zlochevsky expressed unhappiness that former President Donald Trump won the election because “he didn’t want to pay the Bidens and he was ‘pushed to pay’ them.”
The Russian term Zlochevsky used to describe how he felt, the CHS clarified, is Russian criminal slang for “forced or coerced to pay.” Zlochevsky said he not only possessed communications about his payment to the Bidens but also recordings proving he was forced.
When the CHS said Zlochevsky “should make certain that he should retain those recordings,” the Burisma executive scrambled.
“Zlochevsky asked whether it would make any (legal) difference whether he voluntarily made such payments, or if he was forced to make them. Zlochevsky then asked CHS whether CHS could provide any assistance in Ukraine (with the Poroshenko regime) if something were to happen to Zlochevsky in the future. CHS replied that CHS didn’t want to get involved in any
such matters,” the document states.
Zlochevsky Sent Payments To Bidens Through Indirect Accounts
Zlochevsky’s scrambling continued in a 2019 phone call with the CHS in which he expressed worry that investigators were catching onto the Burisma Biden bribery scandal.
In that conversation, Zlochevsky admitted he “did not send any funds directly to the ‘Big Guy’ (which CHS understood was a reference to Joe Biden).”Zlochevsky then declared it would take investigators at least a decade to uncover the illegal bribes to Joe.
This confession confirms what House Republicans suspected and subsequently proved about how the Bidens received their payments.
One Guy Present For Biden Bribery Meetings Works For Zelensky
At the end of the document is a statement noting that Oleksandr Ostapenko, who was present at several of the meetings between the CHS and Burisma executives and “introduced CHS into this matter,” now works for Ukraine head Volodymyr Zelensky’s regime. This is significant considering the Biden administration has funneled billions of dollars to the Zelensky regime, which is warring with Russia, without any semblance of accountability.
