Ukraine is 80% dependent on Western aid – defense minister
Kiev’s plans for 2025 will require support from partners to have a chance of success, Rustem Umerov has said
Ukraine is almost entirely dependent on Western military assistance to continue fighting Russia, Defense Minister Rustem Umerov has acknowledged.
In an interview with the Ukrainian newspaper Livyi Bereg on Tuesday, Umerov addressed criticism that the ministry has too many employees working in the field of international cooperation, stressing that aid from Kiev’s partners “is the basis of our assistance.”
“Our colleagues deal with armaments and military equipment with colleagues from the United States, Europe, the Security Assistance Group-Ukraine, the International Donor Coordination Center, etc. These are procurement and logistics contracts. We are 80% plus dependent on our partners,” the minister said, adding that those tasked with handling this aid have so far been successful.
Asked what Ukraine’s main goals are for next year, Umerov said Kiev seeks to strengthen its defense capabilities and make sure that “all operations that we have planned for 2025… are carried out.” He noted that those operations could include striking deep inside Russia with long-range weapons.
“We have everything planned, and now we just need the support of our partners. Money, in particular,” the minister added.
Umerov’s remarks on the extent of Ukraine’s dependence on the West came after Mikhail Podoliak, a senior adviser to Ukrainian leader Vladimir Zelensky, said Kiev had to “wrangle” deliveries from the West through extremely complicated talks. “This is absolutely, I would say, psychoanalytical work with people who are used to not making decisions,” the official said.
Zelensky has repeatedly criticized Western backers for refusing to provide Ukraine with all the necessary equipment to fight Russia, and for their reluctance to approve strikes deep inside Russia with foreign-made weapons.
Russian officials have repeatedly denounced Western arms shipments to Ukraine, arguing that they only prolong the conflict. Russian President Vladimir Putin has said Kiev’s military would collapse within a week if the flow of Western aid were cut off.
